Commitment to Unbiased Law Enforcement - Racial or Other Biased-Based Policing Prohibited

It is the policy of the Kansas Bureau of Investigation (KBI) to treat all persons having contact with this agency in a fair, equitable and objective manner, in accordance with the law and without consideration of their race, color, religion, national origin or other individual characteristics. KBI commissioned employees are prohibited from initiating law enforcement action against any person based solely on a person's race, ethnic background, gender, sexual orientation or religion.

Kansas law (K.S.A. 22-4606 through K.S.A. 22-4611) prohibits the practice of racial or other biased-based policing by any law enforcement officer.

"Racial or Other Biased-Based Policing" means the unreasonable use of race, ethnicity, national origin, gender, or religion by an agent in deciding to initiate an enforcement action. It is not racial or other biased-based policing when race, ethnicity, national origin, gender, or religion is used in combination with other identifying factors as part of a specific individual description to initiate an enforcement action.

If you believe that you have been the subject of racial or other biased-based policing by an agent of the KBI you may make a complaint to either the KBI or the Kansas Attorney General's Office.

Any complaint made against an employee of the KBI alleging racial or other biased-based policing should be made in writing on the provided form (or the form can be requested and mailed) and sent to the KBI’s office of professional standards. The complaint should describe in detail the incident giving rise to the complaint. The complaint must be signed and include the name, address, phone number or other contact information for the person who was the subject of the law enforcement action.

All complaints alleging racial or other biased-based policing on the part of a KBI agent will be thoroughly and aggressively investigated. Violations of KBI policy prohibiting such actions will result in disciplinary action against the involved employee(s).
