Crash Narrative: Vehicle 1 was parked on the Westbound shoulder of K383 using the phone. V2 was also Westbound on K383 approaching Vehicle 1. Vehicle 2 entered the left lane to pass Vehicle 1 which was still on the shoulder. Vehicle 1 re-entered the roadway and tried to pull into a private drive on the opposite side of the highway. Vehicle 2 then struck Vehicle 1.
